What Romans 8:28 means
Romans 8:28 does not claim that everything is good, but that God works 'all things' — including suffering — together for good 'to them that love God, to them who are the called according to his purpose.' Paul writes it inside his strongest passage on God's unbreakable love, just before the promise that nothing 'shall be able to separate us from the love of God.' It is comfort for the parts of life whose purpose we cannot yet see.
